If he is an FS-1 after 22 years, Hicks is not a fast tracker by any means. It's possible he got DCM Libya because hardly anyone else wanted it as a critical threat post and/or he was reaching for a big flashy assignment to revive a flagging career. I have no doubt he will get a decent job on this year's summer cycle round, though most assignments are made up to a year in advance so if he wants to be overseas he will be limited to "immediate" assignments or bidding on 2014 jobs and staying in his bridge job at the Department until then.
