I'm not sure which ignorant nitwit wrote that article, but it started with a correct premise (all smoke, no fire) then deteriorated into an incompetent rant about how IRS was doing its job. That's just fucking stupid.

And then I realized it came from DailyKOS, and that I had totally wasted my effort in reading it.
