This is precisely the one I was talking about. It isn't accurate.
ABCNews posted the e-mail accurately. They later updated their article to mention Nuland's desire not to jump to conclusions that she wasn't being allowed to make. Nuland also accuses the CIA of trying to exonerate itself by mentioning the warnings of a terrorist attack and claiming they were ignored.

(The link you provided, by the way, doesn't have much content in the e-mails to swing the argument in either direction. Too much missing context just from reading them alone.)

At best, this is another example of inter-agency rivalries and CYA politics. At worst, this is a cover-up of scandalous proportions. The truth is probably somewhere in the middle, but anywhere along that scale should be deemed unacceptable by Obama.
