Can you see how not using but requiring English as the primary form of communication might be descriminatory in Quebec, or Little Italy in NYC, Chinatown in SF or NYC, or even in Miami...?

you've got a good point. Tejek is having trouble with English right here on SI. That seems to be a trait common among the liberal crowd.
