The Tres Amigas revenue bond seems to be the most likely cause. Thanks for the note. I had seen references to the project in earlier AMSC reports but did not know that the project was getting under way.

One other factor that could affect AMSC in the short run is the problem with Sinovel, the wind turbine company that allegedly stole trade secrets from AMSC. The New York Times reported yesterday that China and the US were in negotiations concerning dumping of solar photovoltaic devices on the US and world markets, at prices below cost, or prices subsidized by China. Both solar and wind turbine devices feed into inverters that connect the devices to a power grid. There is a possibility that, in order to avoid sanctions from the World Trade Organization (which could result in tariffs being applied to Chinese exports by other members of the WTO), China will find a way to settle these issues out of court, and to the satisfaction of other WTO members.

I don't know if you continue to follow AMSC, but today a U.S. prosecutor filed charges in Wisconsin against Sinovel for theft of trade secrets from AMSC. Some watchers think the timing of the charges is related to U.S. frustration with China on the Snowden matter. At any rate, it could have some beneficial effect on AMSC. I also noticed in the most recent AMSC annual report and proxy statement that they may have to give up their interest in the Tres Amigos project in order to generate cash to cover existing expenses. Comments?
