ElM, NZ doesn't work like that. Police value their careers. While there have been some instances of police violent criminality, they are relatively few. <
Mr. Key, NZ Prime Minister can also give some hints to the police forces:

A few ribs broken, during arrest of protesters (you know it is on rough seas and it was dangerous and the protester "fell down".) will send the right message to abide to the law...

Some can be thrown overboard, and to soak their environmental passions...
