Dumbo, if the gummint hadn't made the investment, you wouldn't have the computer you're typing on, or the internet it's hooked to. But, some people are just too dumb to learn.. Sure we would. We wouldn't have taken the same path, obviously, but we most assuredly would have both the internet and computers. You are aware that there's no real innovation in the government, right? Gore didn't invent the internet. He simply voted to fund the precursor to the internet. But the heavy lifting was done by private enterprise. If there was a buck to be made, private enterprise would have figured out some form of internet. And it would likely be a hell of a lot better than what we have now.
