I got the same email today from cpq and the part about the IE4.0 is in it.

Dells have problems too.

We call it Microsoft Internet "Exploder" 4.0 at our company.
It is crashing dells.

We have 4 dells now that are down and 5 more with intermittant problems. Dell is saying corrupted software and I beleive them. We never had any of this problem til IE4.0 started getting usage a month ago. Then problems started showing up w/i days and we sent one back already and got replacement.
I'm not going to take any junk on this..if people want to see paperwork I have it....but, I think it's IE4.0 since we had no problems on those pcs til we started using explorer. A version of explorer was on the pc but until this project started there was no need for those people to use explorer. I think they were downloaded upgrades.
They weren't using explorer before but they had to start using it recently and bammmmmmmmmmm "Austin we have a problem!!!"

but, it is weird since it does depend on allot of issues.
Dell is helping us out and really taking care of any issues.
