IRA, 401k or 403b?

The government already robbed my IRA back when Clinton was
in a pissing match with congress. My agency 'borrowed' money from it to keep
operating for a month or so.

An IRA would be out of the reach of one's employer. An employer could delay making 401k contributions for a short time, but they would be afoul of the law.
