Yes. You could begin to privatize Medicare & SS, and gut useless departments like Education. Government employees need to find real jobs.

But that's just a cosmetic change...you would not be cutting national spending...you'd just be changing the payer...and you'd likely add a shitload of cost, having lost the power of government and having to pay profits to private insurance companies. It makes no sense at all.
