Using round numbers, when the 0.7 degrees of extra heat finally makes it into the ocean, the temperature would rise 1/1000 x 0.7 - too little to measure. Even the left-footed outer-Galapagos nematode won't be affected by the temperature increase. Sea level rise will be much less than the surface tension lift of water on the thermometer.
