I recently hired a guy at Home Depot to dig a hole so I could repair a water supply line leak. I paid him $50, and it took him two hours. Do the math.
In a sense, that's still "cheap labor" compared to what you would have had to go through with a licensed contractor, especially one aligned with a union.

Most independent contractors are not aligned with a union.......I would say all but I am sure there are probably a few that belong to a union............and most independent contractors hire cheap labor to do the basic jobs. In bentway's case, he is acting as the general contractor [in lieu of hiring an independent contractor] and can pay his laborers whatever price he and they agree is fair.
