If you log in to the beta you can see exactly what the new open recommend feature is. The only change I would like to see to the recommend system is that it only be available to people with full posting privileges. If somebody is banned from posting they should also not be able to recommend posts. It will be interesting to see if having an open recommend system will actually change what gets recommended and by whom. For me being able to see who is recommending a post gives more weight to each recommendation as I can see if it is valid or just people stirring the pot.
