I bet that, if the federal government offered a service where they would provide backups of all of your data for a small fee, at least 47% of the population would voluntarily sign up to have the government save all of their data and they would pay the government for the service. Not only could the government fund their spy program through volunteers, they wouldn't be breaking any laws....at least for 47% of the population who signed up voluntarily.
