The only real victim of any big government effort is the victim class commonly known as taxpayers.

The war on drugs is so successful right now the government can't pull the plug on it. There are so many spin off benefits such as hiring new law enforcement, training more lawyers, building more prisons and developing more high tech devices. If the war on drugs was ever won millions of people would be out of jobs and the stock market would take a dive and nobody wants that.
