It doesn't mean that their underground economy is in any way going to lead to regime change.
It's a sign that the regime doesn't have as much control over the country as once thought.

Makes you wonder whether the average North Korean citizen (that isn't being photographed for propaganda) really believes everything their leaders tell them.
