The Degrees of freedom present or not, determines the potential for evolution...nothing else.

Higher degrees of freedom means more potential is striven for....

lower degrees of freedom means lost potential.

In many systems, Inertia is the goal...its what those overlaying it, think that is what bought and paid for is.

RO/RS=CF is most powerful tool in assessing the state of any state.
