Report gambling winnings on Form W-2G if:
.....
3.The winnings (reduced by the wager or buy-in) are more than $5,000 from a poker tournament
....

So unless one walks away with $5000 in winnings, the IRS doesn't know about it. We know, however, a public spirited citizen who wants the government to tax the hell out of him will be sure to report all his winnings even if the casino doesn't:

I am in the upper 7% tax bracket and I say tax the hell out of me to help the poor.
