Wrong. Society is just the sum total of how individuals relate to one another and the most fundamental social institution is the family. It's been that way for millenia. Unfortunately, the government now tends to erode the strength of this vital social institution.

No people create governments. To the extent that society can be said to do anything (society is pretty nebulous its people that do things, even if its a wide range of people working together), society creates government far more than the other way around.

But your statement isn't only false,its also irrelevant. Even if governments did create society, society would still be a separate thing from government, just as a book is separate from its writer, and a baby is separate from his or her parents; so it would still be incorrect to conflate them.

As usual, completely backwards, the only way that govt can create society is some form of totalinarnism. In a free society, society creates govt.
