Parsing a secrecy agreement so that some aspects still apply is doubtful. A burglar could form a secrecy agreement with somebody but when they unsign [a weird term used by governments when abrogating treaties], the whole agreement is void and in any event is void because the illegal purpose voids the agreement which is not enforceable in part by the criminals.

Having found himself enmeshed in an illegal conspiracy against They the People, he rightfully disclosed sufficient information so that They the People could form a reasonable idea about what's going on, without endangering the They the People or individuals such as those located in far off countries where their illegal actions could get them in big trouble if exposed.

When it's We the People versus Big Brother, it's all or nothing. Big Brother wants power, no ifs or buts. Total power.
