It is a good point. I have had a lot of contact with federal employees -- and the lower level employees in government today are far more competent than they were 30 years ago when I first started having to deal with them. But it is important to keep in mind that working in government, an inherently unproductive activity, sucks the drive to innovate and create out of anyone.

Today, I don't have any contact with many professionals in government; however, those I dealt with years ago were good at what they did. But I have seen dramatic change in training and competence of lower level employees. At least that is my perception.

It surely will be a very gradual process to attract brighter people to government. But I don't think that is a good thing, personally.
