Something is badly off with your graph. There is no way that East Africa is that low compared to other regions.

I would guess the best way to reduce crime is to increase education and especially pre school.

But I agree, it is all so complicated. And over population really puts huge additional stresses on our social systems.

And poverty sure doesn't help the situation.
