I think they cut your hands off. Which is probably a bit of a deterrent- at least to recidivism.

While there is certainly significant Muslim influence in East Africa, there is plenty of non-Muslim. But I'm not actually sure there is much difference anyway. My parents lived in Kenya for 5 years in the 90's and there was plenty of theft. Far more than in the USA.

Dealt with very brutally tis true, but brutality is not actually much of a deterrent when desperation is your motivation. My in-laws also lived there, and witnessed a crowd kill a pick pocket in Nairobi. Some lady yelled "Thief" and pointed at some guy running away, and immediately he was chased and beaten to death, his body left by the roadside, and everyone dusted themselves off and went on their way. The lady who had been robbed was frantically trying to get her stolen item back but it was nowhere to be found, so either she had pointed out the wrong individual, or someone who helped kill him, pocketed the item and made off with it.

"I think the Muslim culture frowns heavily on theft..."

Not to mention the traditional punishment - loss of a hand!
