I was reading about Oceania in the Sex Lives of Cannibals and Getting Stoned with Savages (I think that's the name of the book)- and they have a sort of communal philosophy of what's yours is mine, and what's mine is yours (if I didn't hide it)- so I don't know if burglary is easy to quantify there. The books were mostly about Vanuatu and tuvalu and fiji, but he covered some other islands as well.

The stats might be skewed by crimes reported to police. Most theft in East Africa is not likely reported to police.
