The whole deal is about the future. Not about the NOW. The defensive positions are that you need to preserve that little NOW we have.

This is Japan, Europe and the US.

While others, the vast majority, see this as: NOW we already have. We want that what the future will bring.

Thus the difference between Japan, Europe and the US and the rest, the vast majority.
