The safety of their dividends can be seen by comparing their costs of production with the price of what they sell. Balance sheet also is crucial.

Among silver miners, PAAS is at low risk of cutting idvidnds, because it is a low-cost producer with a good balance sheet. ABX, with its high debt load, is at high risk of being forced to cut its dividend. I don't know about FR. If gold stays below $1300 and silver below $20, nobody's dividend will be safe for long, because nobody will be making profits.
