The police, who had had dealings with Zimmerman in the past, told him NOT to follow Martin, who also was breaking no law. And you don't know if he did or didn't at that point. Further, just because the po po says that they don't need him to do it, doesn't mean that he couldn't continue or that he was breaking the law if he did. They said "we don't need you to do that". To which GZ said "OK". And they didn't even give him an order. "We don't need you to do that" isn't the same as "don't do that".
