The APM announcement (Oct 23) also says: The company is continuing its commitment to MR product development and became qualified on two new customer drive programs during the quarter, for high-end and for portable-disk-drive applications, with additional qualifications anticipated in the first half of fiscal year 1998.

This seems to indicate that WDC and APM synchronized their decisions. This is a normal business strategy between a reputed parts producer like APM and its customer (WDC). I read on WSJ profiles that APM generates about 44% of sales from WDC. It is thus expected of WDC to synchronize its production with the component supplier APM that has been acting alomost like a division of WDC.
