Yeah, it "was" there, sorta, but it wasn't really going anywhere until Paul got into the act. The way I hear it was that Peter and Paul got together and Paul said they had to change the rules a bit if they wanted to really spread the word to non Jews. Peter was adamant that they HAD to follow the Jewish traditions. He mentioned Abraham and all the history of their religion. Paul said it wasn't THEIR religion anymore. It was the WORLD's religion. Then Paul showed Peter how much money he had raised and how many new converts he had recruited. Peter thought about it (for about 30 seconds) and then decided that Paul was RIGHT. From then on it was just a matter of paperwork.....
