Not countless meetings at all. True, the head was cleared to meet, but he didn't come up for most of those for whatever reason. As to why, I don't know. But it wouldn't surprise me if there were about the IRS role in the ACA. Remember, this guy was appointed by Bush and a lifetime Republican. Why would he collude with Obama on this? To protect the job he soon left? That's the problem with conspiracy theories. You need to suspend rational thought to go very far with them...
