What he means is that all individuals and groups judge good and bad by their sense of whether the action is helpful or hurtful. Of course, when feelings are based on a rational appreciation of reality we get rational behaviour. But if feelings derive from delusion or superstition (someone with mental illness having severe anxiety because he is being followed and watched in his mind, for instance; Or a group of people executing a young girl because they believe she is a "witch")--then the behaviour will be anything but rational.
