I'm not sure that I can help you as I'm confused by the question. Cookies are small text files placed on your hard-drive by websites through your browser as you surf. Both IE and Netscape do this. You can delete the files with no ill effects. They are located in your c:\windows\cookies directory.

They don't have anything to do with .dll files.

I've been trying to wean myself off Crappy Microsoft products (this includes the OS as well as other software). Any other questions will be answered accompanied by a lecture on why Microsoft sucks and a 100 point list of the superiority of Unix.
