I think everyone agrees that drugs are both damaging and a problem -- the question is about how you deal with the problem -- by incarcerating drug abusers or by getting them treatment.

There is a legitimate argument about how much real "damage" is done by marijuana, but the rest of them are pretty much acknowledged as a problem.

That shows you how stupid the government is. Appointing an avowed drug abuser who continues to advocate the use of drugs to create a drug abuse program. You couldn't make this up.
