Even if the people want big government (and many polls say they want smaller government than we have now, if still big), that doesn't mean small government is anti-democratic.

Democracy is not the particular will of the people at a given time, its the system where the people, and/or their elected representatives vote on issues. Opposing a popular idea is not opposing democracy.

Beyond that much of what government does (not the majority of its spending but a large part of its actions), aren't even popular. Some things are opposed by people, many more most people don't even know about. You could get rid of a lot of what government does without killing any program that has massive support from the people.
