Some of the weapons and money that we sent to forces in Afghanistan fighting the Soviets did go to future terrorists. But "future terrorists" does not equal the Al Qaida organization. Also Brzezinski has a point. Afghanistan was a significant contributor to the end of the Soviet Union, the freeing of Eastern Europe and the end of the cold war.

As for CIA support for Saddam early on, that's claimed but not established. As for some level of support later on (when Iran and Iraq were fighting) that's established but not very significant.
