Even for an international pipeline, the state department shouldn't have to be involved as long as the other party (Canada in this case) is ok with the pipeline. The EPA deals with environmental issues for the US. The state department would have to negotiate for the pipeline if the US government supported it but Canada's did not, but absent that situation there isn't much good reason to have the state department play a significant role.
