I thought there was some law putting the state department in charge, if its an executive order instead it doesn't make much difference (other than it being easier to change). That policy doesn't seem to make a lot of sense to me. Its not that its particularly stupid or negative. There are a huge number of other issues to be much more concerned about, it just strikes me as odd of the state department to handle this role, until and unless its called in as part of some international negotiation.
