This is so much more complicated than your sentence suggests.

We had no support from the EU3, el Baradei was meddling in the entire affair (essentially pushing deals that he knew were totally unacceptable to the US, after having viewed himself a 164-centrifuge cascade and components for 1,000 more centrifuges). Baradei blocked every move the US made, while the EU3 were trying to negotiate with Iran and getting absurd offers from them. Bolton referred to the Iranian proposals as "mush".

You just really could not have had meaningful "talks" with Iran under those circumstances.
