No, that's just Creative Accounting, the right-hand buying from the left-hand. When the Fed buys Treasuries, it's like one division of a corporation selling to another division of the same company. Shifting the numbers and assets around within the same company (or same government) doesn't count.

B has to be a real buyer in a real market. There is no B, as everyone on this board agrees, because nobody can come up with a realistic candidate.
