I do know there is a national sheriff association that has guidelines for neighborhood watches. Their guidelines include the things I mention. And they make sense to rational people. Which apparently doesn't include you.

Most sane neighborhood associations make sure their neighborhood watch people have training and guidelines. Because they are legally liable for things done in their name. As reckless as Zimmerman was, he has opened his association to a lawsuit.
