I am sure the US had a lot to do with capturing him.

Mexican government would have typically followed a laissez faire attitude since everybody wins and makes money by allowing the capos to survive. In fact, the political game has been to pit one cartel against the other by favoring one and going after the other. Chapo must have not paid enough to the new Administration or perhaps he got too powerful and it was time to bring him down. It will happen to the next cartel that gets on top.

Classic divide and conquer. The govt cannot let any one cartel become a serious threat to its power.
