"He has the right to carry a gun for self protection which is different than using a gun in the performance of (police) duty. There is no evidence that he ever acted as a vigilante."

He had a right to carry if he were not on duty as a Watch volunteer.......he did not have that right and instead broke the rules of the organization.....
