David, I didn't supply enough of a clip, else you might not have concluded that "systems" are part of the USR inventory grouping. Here's a more complete section of the story which describes the 3COM model:
"...The new "inventory model" calls for stocking four to six weeks" worth of networking interface cards, six to eight weeks of modems and five to seven weeks of networking systems, such as hubs and switches..."
