If that's true (and I haven't seen any reliable information indicating it is) it would be

1 - Partially because of the nominees.

2 - Partially part of a growing partisan divide.

3 - Partially not as significant as it seems, at least compared to the recent past, because other method of blocking or delaying nominations where used when Bush was president. It doesn't matter much whether its a filibuster, or a "hold" or something else, delays are delays.
