No, the rebate was due to the legislation placing arbitrarily limits on the profitability of insurance companies. Which sounds like a good idea until one realizes that affects adversely the ability for the insurance company to raise capital. And since capital is the business they're in, that's not a good thing.

There is zero doubt quality is declining. Most evident is the transition to midlevel providers, but the damage to health care innovation is substantial, cuts in hospital services, it is everywhere. That you're not aware of it is just an example of your refusing to be informed about the damage Obamacare is doing.

That's before even mentioning the destruction dropped on the economy.
