Uh........you think men leave so that their women can go on welfare. Seriously? Just the opposite--the women kick them out or don't marry them in the first place--depriving the boys of presumably working fathers (if there was no welfare check). And what message does that send to working class men? Most of the men leave because they are doing drugs/alcohol or can't hold down a job or are in a gang and/or all of the above. In many of our major cities you have a dropout rate that sees most black boys leaving school by the time they get to high school. We have a cycle of poverty that is self perpetuating and won't stop until significant efforts are made to break the cycle. Until there is a real effort to stop this cycle of poverty, it will continue until perpetuity.
