There are many, many maybes in this story. Maybe he infiltrated NSA with the purpose of getting info and blowing it sky high. There were stories that he was setting up channels to transfer info before he took the NSA job. I don't know. it did make him one of the most recognizable faces in the world. Maybe he likes that. Many people would. Maybe there were other reasons. Whatever. If he would turn himself in, that would clean up his image - and his message. He may still decide to do it, who knows.
