It may be criminal, I don't know.

But the REAL crime in the BP deal was Obama's extortion of billions of dollars from BP.

As to Cheney, he totally detached from HAL before he became part of the Bush Administration and held zero interest in the company. He had no reason at all to give a shit what they did or didn't do.
