Build it and they will come e.g. pre schools.

That is not going to happen and cannot be effected.

Free pre school for everyone, with meals, provided by the government will get the same job done even better.

We have to educate our labor work force too e.g. our plumbers and carpenters need to go to college.

There is simply no substitute for an educated mind.

Before you pour the money in for education you have to have laid the fertile ground in which the seed will sprout. A secure family environment with the right values in place in the family and in the neighborhood. so that as work study ethic can take hold.
