I can think of at least three points in time when victory should have been declared and really don't know why that isn't recognized as hard fact, probably because there was no universal acceptance.

At one point I would have been satisfied to call it a victory when sanctions which targeted innocents instead of the real enemy (Saddam's Regime) were ended. At a later point, I would have been satisfied with the defeat of Saddam's Regime. At still a later point I would have been satisfied to call it a victory when the country had a stable national security force and a freely elected government that effectively governed at both the local and national level.

Certainly the first two victories were achieved. The third (stability) was achieved to a major degree at one point but conditions have obviously deteriorated of late.
